Gillian
Broderick has over 15 years of
experience in healthcare. She
has been in her role as the Vice
President of Health Information
Privacy since 2002. Gillian
serves as Privacy and Security
Officer for her organization and
is primarily responsible for the
development and implementation
of policies and educational
materials in support of the
Privacy Rule and Security Rule
requirements of the Health
Insurance Portability and
Accountability Act (HIPAA). Her
ongoing responsibilities include
compliance oversight as well as
compliance with individual
state’s privacy and security
requirements.
With a degree in
computer science, she works
closely with the Information
Systems Department to ensure
alignment between security and
privacy practices. Recently
Gillian’s role has expanded to
be the lead for the
implementation of electronic
health record systems in her
organization.
She is a core
member of the Long Term Care
Consortium, a group of long term
care provider organizations that
came together in 2001 to address
compliance with the HIPAA
Rules. As a member, Gillian
took part in the development of
work products, including privacy
policies and procedures,
training materials, model
business associate agreements
and a matrix of state security
breach notification laws.
Currently, she serves as chair
of the Legislative Subcommittee
which is tasked with developing
a toolkit to assist the long
term care profession in
addressing the recent privacy
and security provisions
contained in the American
Recovery and Reinvestment Act.
Gillian works
for Fundamental Administrative
Services (FAS), a management
company that provides
administrative support to
skilled nursing facilities, long
term care hospitals, hospice,
outpatient rehab clinics and a
durable medical equipment
company. FAS serves locations
in 15 states.

Dougherty, MA, RHIA, CHP is a
Director in Practice Leadership
for the American Health
Information Management
Association (AHIMA). In her
role as director, Dougherty
provides professional expertise,
industry leadership and advocacy
on health information issues
including the legal EHR,
e-discovery, record management,
HIT standards, health
information exchange, and
personal health records.
Dougherty has served in a
leadership role by bringing
together key stakeholders in the
long-term and post-acute care
community to shape HIT and EHR
initiatives. She also serves as
director, manger or facilitator
for a number of projects and
government contracts. Dougherty
represents AHIMA and the HIM
profession at various HIT
standards initiatives including
HL7 where she currently serves
as co-facilitator of the HL7
Legal EHR Working group and LTC
Working Group developing both
the legal EHR and LTC functional
profile standard. Dougherty is
a frequent speaker and an
award-winning author.

a Master’s degree in healthcare
informatics and information
management and Bachelor of Arts
degree in Health Information
Administration from the College
of St. Scholastica in Duluth,
Minnesota.

A graduate of Temple
University’s Health Information
Management program, Mary Ann has
worked as a Medical Records
Consultant in long term care for
nearly 3 decades. She has
conducted educational programs
on various medical records
related topics and conducts the
medical record portion of the
Nursing Home Administration
program for the University of
the Sciences in Philadelphia,
Pennsylvania. She has
successfully completed the AANAC
Assessment Coordinator
certificate program and update.
Mary Ann is also active in the
Pennsylvania Health Information
Management Association and the
American Health Information
Management Association by
holding various positions and
membership in the Long Term Care
Practice Council. She is a
founding and charter member of
the Pennsylvania Association of
Nurse Assessment Coordinators.
Currently she is a member of the
PANAC Board of Directors.
Rena R. Shephard, MHA,

Healthcare Consulting Services
in San Diego, providing
long-term care consulting and
training services to facilities,
corporations, and attorneys
nationwide. She is the founding
chair and executive editor of
the American Association of
Nurse Assessment Coordinators
and a nationally recognized
expert and popular speaker on
resident assessment and care in
nursing homes. She is also a
member of the founding team of
the American Association of
Nurse Executives.
A Director of Nursing Services
in skilled nursing facilities
for 14 years, she also has
served as a consultant to
several CMS MDS-related
projects, including the MDS 3.0
Development project, and to
several state Quality
Improvement Organizations.
She is the author of a number of
books about nursing home care
and operations, including

Suzanne Pierman
Weaver, BSN,RN,RHIT,CPHQ is
currently the Director of
Clinical Outcomes at Neshaminy
Manor, a 360-bed skilled nursing
facility in Bucks County, PA.
Prior to this appointment, she
held positions as Director of
Nursing, and Director of Health
Information Management. She has
also provided over twenty years
of independent consultation
services to the Long Term Care
Community.
Early in her
career as a Registered Health
Information Technician, Ms.
Weaver became proficient in all
aspects of record keeping and
data mining in an Acute Care
Medical Records department while
pursuing her RN degree. Later,
she received her BSN from
LaSalle University and became
certified as a Professional of
Health Care Quality.
As Project
Leader, Ms. Weaver pioneered her
facility in the research,
selection, and successful
implementation of a LTC
Electronic Medical Record
system. Today she is responsible
for the oversight and continued
integration and development of
this system. In addition, she
also coordinates the facility’s
Quality Improvement and
Infection Control programs.
Ms. Weaver
currently serves on AHIMA’s LTC
Practice Council. In addition
she is a member of the Policy
Committee for the state of
Pennsylvania’s Electronic Health
Initiative (PaEHI) and the
Legislative Committee for PHIMA.
She has presented at both
National and State conventions
regarding the selection,
implementation and development
of EHR as well as Nursing and
HIM topics in LTC.
Ms. Weaver is
also a licensed Realtor in
Pennsylvania and New Jersey and
enjoys creatively working with
clients in meeting their goals.
